My new-build garden is only reachable through the garage — can you pour a base?

Yes. If the truck can park out front, we either barrow through (about 20 barrow loads per cubic metre — plan one barrow and one able adult per m³) or run a line pump through the house or garage, which is quicker and cleaner for anything beyond a couple of cubic metres.
